How can I gain compliance with the HUD/FHA requirements for my manufactured home permanent foundation?

According to federal regulations, in order to meet the requirements for a manufactured home permanent foundation you must comply with the Permanent Foundations Guide for Manufactured Housing, (HUD-7584), dated September 1996.

ALL foundation certifications for manufactured homes require an inspection to determine compliance.

At a minimum, there are several compliance issues that must be met; these are:

A permanent skirting around the perimeter.
Permanent piers to support the structure.
Anchorage to resist loads caused by wind and earthquake forces.
And others…

A professional engineer in the state where the house is located must certify that the foundation is in compliance, or non-compliant. Each M.H. is site specific, and loan specific; so there is not cookbook scenario. Each M.H. must be evaluated separately.

So, you probably say, “Why is a professional licensed engineer required for a foundation certification?”. I’m glad you asked.

Foundation systems are a complex engineering design process. In order to safeguard, life, health and property, to promote the public welfare, and to establish and maintain a high standard of integrity and practice, a professional licensed engineer is required.

An experienced engineer that is familiar with the manufactured home industry can evaluate the M.H. and determine whether the foundation is in compliance to HUD standards. However, every engineer does not necessarily have the experience to properly evaluate the site and determine its standing with HUD. It takes a knowledge of the HUD code book (which most engineers are not even aware of) and a keen knowledge of the manufactured housing building industry.

A particular manufactured (mobile) home could be in compliance as-is. However, you can’t necessarily make that determination until an on-site inspection is completed. It is a wise to remember that before you start trying to retrofit an existing M.H. to bring it up to HUD’s Permanent Foundation Standards, you need to hire an experienced Engineer familiar with M.H. foundation certifications from day one. It can save a lot of time, and money.

Land Surveys Share A Part In American History

It seems strange to think of the United States as one big land mass without any borders between states or lines between properties. However, it is because of land surveys that we have the order and organization that we do today. Thomas Jefferson was a land surveyor, as was George Washington and Abraham Lincoln. While these famous figures aren’t known for their groundbreaking surveying, it is through their tools and maps that the American landscape really took shape.

The new Museum is located in Springfield, Illinois and will house a great many artifacts related to surveying. You will also find a library with both archives as well as surveying materials. The museum is opening in the Illinois Heritage Center because it is a close location to other historical Abraham Lincoln landmarks. This museum, too, offers a look at the role Abraham Lincoln played in our histories past, with his job in surveying and how it played an important part. In Lincoln’s early career he was the deputy surveyor in Sangamon County, Illinois. This will definitely be a highlight in the museum.

The museum could also prove to be a valuable teaching tool for students as they study the concepts of townships, cities and roads. We take for granted that the lines were drawn for these by land surveyors. Further, the first settlers to America had to count on these lines or a survey of the farms to protect their claim. These very first acts are the very reason we have some of the lines for our villages, towns and counties today. What a fascinating way for students to learn more about this history by being able to visit the museum and see it first hand.

The integrity and professionalism of the surveyors such as Washington, Jefferson and Lincoln is also discussed. When we buy a house even today we rely heavily upon the work of a surveyor to draw up boundaries. It is difficult to say what would happen if land surveyors starting making up their own rules and changing all the boundaries. Since land surveying is such an integral part of our past it is important for people to study and understand it. The museum will house maps and other equipment that were used in the past. It might be particularly fascinating to compare the maps and textbooks that are used today with those from the past and see how things have changed.

Most of us don’t even really consider that land surveying has been around for a long time and has been a very important part of shaping the United States. If land surveyors had done things differently the shapes of states, villages, towns or counties could be much different today. Some of our founding fathers were in fact land surveyors and this museum serves as a reminder that they have left behind an amazing legacy for us to remember. Next time you are thinking about hiring a land surveyor think about the integrity of those surveyors from the past, consider the history of those that have come before and remember the amazing shape of America and how the land surveyors have played a key part in getting us where we are today.

An Alta Survey is often required during a property transfer or transaction.

Here is a little more about the beginnings of the ALTA Survey.

The American Congress on Surveying and Mapping, or ACSM, dates to 1941. It was founded as a non-profit organization to advance education in surveying, mapping, and related fields. ACSM encourages educational programs and publications to serve the professional and technical interests of such professions. As a professional organization, ACSM provides a way for those in the surveying and mapping professions to keep up-to-date with changes in the industry.

Today, this professional organization is open to land surveyors, map makers, and those in similar professions. Members may come from private industry, government, or academia. There are four independent member organizations that are part of the American Congress on Surveying and Mapping. These are the American Association for Geodetic Surveying, the Cartography and Geographic Information Society, the Geographic and Land Information Society, and the National Society of Professional Surveyors.

Since 2004, individuals no longer join the American Congress on Surveying and Mapping directly Instead, they join one of the member organizations. Students, however, join ACSM and are considered members all four organizations, giving them the greatest possible range to explore careers in this field. Over 8,000 surveyors, cartographers, and other professionals who deal with spatial data are members of ACSM though its four member organizations.

The American Congress on Surveying and Mapping holds an annual convention in the spring. Up to 2,000 members typically attend such gatherings. ACSM is currently working to respond to the challenges presented by new technologies, including Geographic Information Systems (GIS), Global Positioning Systems (GPS), Land Information Systems (LIS), and other ways of attaining and using spatial data using modern technology.

In addition to the meeting itself, continuing education opportunities are also available at this time. These continuing education programs allow opportunities for land surveyors, cartographers, and others to update their skills in response to changing technology. The American Congress on Surveying and Mapping is known for the ALTA/ACSM survey standards, produced in cooperation with the American Land Title Association. These standards provide a universally accepted method for surveying commercial properties and other areas where a boundary survey is required.

ACSM offers a way for members to keep up-to-date on crucial issues in their profession. A membership includes the bi-monthly ACSM bulletin and a subscription to either Surveying and Land Information Systems or Cartography and Geographic Information Systems. ACSM also runs continuing education programs for members; continuing education is required for land surveyors of many states in order to maintain their state licensing. ACSM also maintains a wide selection of book titles on surveying, cartography, and related subjects.

Full members of the ACSM member organizations must ordinarily have at least a bachelor’s degree in a related field of study, or four years of active professional experience in a related field. An Associate Membership is available to anyone with an interest in the topic, but without the necessary education or experience to become a full member. The National Society of Professional Surveyors generally requires that full members hold the appropriate state surveying license, although there are several ways to qualify for membership without it.

What does a standard boundary survey entail?

The surveyor thoroughly examines the historical records relating to the land in question and often all lands surrounding it. In addition to the Registry of Deeds this research may include: the Registry of Probate, county commissioners’ offices, town offices, historical associations and the Department of Transportation. The surveyor may also talk with prior owners and adjoiners.

The field work begins after the research and involves establishing a control network of known points called a traverse. The points are used to search for and locate existing monuments and other evidence of the boundaries. Although the field portion of a survey is the most visible phase of surveying, it usually represents only a third of the entire project.

The results of the field work are compared with the research and the surveyor then reconciles all the information to arrive at a final conclusion about the boundaries. A second field trip is then needed to set the new monuments. Finally, the surveyor will draft a plan, prepare a legal description and write a report.

An ALTA survey is a survey done in such a way that it conforms to ALTA standards. The good thing about this is that most surveyors know and understand this format – so once you get used to reading an ALTA survey you will be able to do it over and over again on subsequent transactions.

What does an ALTA survey contain?

Like any survey, an ALTA survey shows the physical characteristics of the property you are purchasing. The first thing an ALTA survey will give you is a description of the metes and bounds of the property. In other words, the survey will give you the actual description (longitude and latitude) of the property boundaries. Most buyers perform their own survey for due diligence to ensure that the property they are purchasing is the size they thought it was.

An ALTA survey also shows improvements on the property, rights of way on the property, as well as any easements granted by previous property owners. For land that you are considering developing, this is incredibly important. If you have an easement granted to the power company that goes straight through the middle of the property, it may be difficult, or impossible, to develop.

How much does a survey cost?

The cost of a boundary survey depends on many variables, some of which can not be known until after the work has started. The size, terrain, vegetation, location and season affect the charges and can usually be estimated fairly accurately. However, the surveyor will not know if deeded monuments are missing or if they conflict with the description until well into the survey.

The complexity of the research is also usually not known until the surveyor begins the actual work. Some parcels have passed through many owners over the years. Some may have added adjacent parcels or sold off portions of the orginal lot. The more outparcels and consolidations there have been, the more complex and costly the research becomes. Many deeds are “abutter deeds” which use the neighbors’ names to define boundaries. In some cases it may be necessary to research parcels far removed from the land being surveyed to assemble the jigsaw puzzle of old deeds and it is not unusual for the research to account for 50% or more of the total survey cost.

What are the results of a boundary survey?

Depending on the services agreed on, a boundary survey may produce:

  1. Monuments at all property corners
  2. A written description of the property
  3. A plan of the property
  4. A report explaining the basis of decisions and judgements made to determine the boundaries.
