HUD-FHA-VA Loan Requirements For Manufactured Homes – Permanent Foundations and Gaining Compliance

How can I gain compliance with the HUD/FHA requirements for my manufactured home permanent foundation?

According to federal regulations, in order to meet the requirements for a manufactured home permanent foundation you must comply with the Permanent Foundations Guide for Manufactured Housing, (HUD-7584), dated September 1996.

ALL foundation certifications for manufactured homes require an inspection to determine compliance.

At a minimum, there are several compliance issues that must be met; these are:

A permanent skirting around the perimeter.
Permanent piers to support the structure.
Anchorage to resist loads caused by wind and earthquake forces.
And others…

A professional engineer in the state where the house is located must certify that the foundation is in compliance, or non-compliant. Each M.H. is site specific, and loan specific; so there is not cookbook scenario. Each M.H. must be evaluated separately.

So, you probably say, “Why is a professional licensed engineer required for a foundation certification?”. I’m glad you asked.

Foundation systems are a complex engineering design process. In order to safeguard, life, health and property, to promote the public welfare, and to establish and maintain a high standard of integrity and practice, a professional licensed engineer is required.

An experienced engineer that is familiar with the manufactured home industry can evaluate the M.H. and determine whether the foundation is in compliance to HUD standards. However, every engineer does not necessarily have the experience to properly evaluate the site and determine its standing with HUD. It takes a knowledge of the HUD code book (which most engineers are not even aware of) and a keen knowledge of the manufactured housing building industry.

A particular manufactured (mobile) home could be in compliance as-is. However, you can’t necessarily make that determination until an on-site inspection is completed. It is a wise to remember that before you start trying to retrofit an existing M.H. to bring it up to HUD’s Permanent Foundation Standards, you need to hire an experienced Engineer familiar with M.H. foundation certifications from day one. It can save a lot of time, and money.

A recent survey of 400 US based collections and financial services executives by Lodestar Research on behalf of Varolii in May of 2010 shows that collection companies are finding it increasingly difficult to collect.They are faced with new problems because consumers cannot or do not want to pay, and the cost of making collections has steadily increased.The studies also revealed that collectors could reduce costs and perhaps persuade reluctant consumers to pay by using debt management software and technology.

The study goes on to explain that it is more than just the economy that continues to impede collections efforts.The fact that most consumers just dont have the ability to pay their debts really impacts collections, and even when they can pay, they frequently wont.The other major factor in debt collection problems is that the cost of collecting debts continues to increase because of all the new legislation, and debt collectors who are using antiquated methods cant afford the cost of business.

According to the study, a large percentage of debt collection agencies have trouble dealing with the larger volumes of delinquent accounts, and many of them are using antiquated methods such as direct mail, additional staff, and continually dialing land line numbers.With automated debt management software, collection companies can conform more easily to increased regulations, leave personalized automated voice, text and email messages, scrub cell phones, prioritize accounts, record calls, automate dialing, provide incentives and addition methods of making payments and more, utilizing efficiencies and saving companies money without increasing staff.

The study also points out that first-time defaulters have increased due to the economy, and debt collection companies need ways to differentiate between them and chronic debtors so that they can treat them differently during the collection process, a method that has proven to be much more effective.

Debt management software is continually updated to conform to new regulations, and can save collection agencies because rather than adding the expense of additional staff, they can use proven new techniques that provide a better experience for debtors, resulting in a higher percentage of debts collected.

Congress and the president passed the American Recovery and Reinvestment Act (ARRA) better known as the stimulus bill in 2009 to help accelerate the end of the recession by pumping money into “shovel ready” public works water and wastewater systems, roads, bridges, levees, and other systems.

As they debated the bill, elected officials spun yarn after yarn about working men and women going back to work to fix long overdue problems and jumpstarting the economy by spreading some of their paychecks around the community at large.

How well did it work? Well thats a matter of opinion and debate but theres no debate that the need is real. When it comes to water and wastewater treatment systems, in particular, theres no shortage of “shovel ready.” Theres no need for “make work.”

As the recent massive water main break in Boston indicate, cities and towns have been falling ever further behind on the repairs and upkeep of their water systems. When the federal government put stimulus money on the table for these projects, they snapped it up and clamored for more. Work has already started at more than 1,000 sites across the country.

So how stimulating is all this? Well, it’s too early to know for sure, but those who know a lot of public investment expect that this money will support a lot of jobs. For example, the National Association of Clean Water Agencies estimates that each billion dollars invested in water and wastewater systems creates more than 20,000 jobs. These workers spend their paychecks — and the economic ripple effect that adds $2.87 to $3.46 billion to the economy as a result of that investment.

Imagine how many people would get put back to work if Washington committed itself to truly solving this problem! According to a recent survey conducted by the Environment Council of the States (ECOS), thirty three States have over $56 billion in ready-to-go water and wastewater infrastructure projects awaiting financing. Federal agencies believe that truly addressing the maintenance backlog will cost somebody rate payers, taxpayers, corporations and their customers somebody $400 to $600 billion dollars over the next 20 years.

Yes, that’s a lot of money but it would create a lot of jobs and it would address a crucial, glaring public need for safe, clean, healthy water in your home and in local waterways.

So with that massive need and opportunity in mind, the question becomes is enough of the federal stimulus investment going to water? Is water and wastewater treatment getting the attention it deserves? Here, the answer is “maybe not.”

According to a recent study conducted by Urban Land Institute, just 2% of the stimulus money has been invested in water infrastructure. Almost three times as much has been spent on roads and bridges, and almost four times as much has been spent on various energy projects.

There’s never enough money to go around, even when Uncle Sam is pumping billions into projects to try to jumpstart the economy. But as the number of broken water mains, beach closures, sewer spills, and other water related problems grows, ask yourself this: Where do clean water and pothole repairs fit into YOUR grand scheme of things?

According to a survey in 2007, 58% of Irish people refused to use Shannon airport because of this reason. Some protestors even try to damage American aircrafts landing in Shannon. Shannon airport becomes controversial until now.
Bitterness
In terms of the location and history, Shannon airport deserves to be the No.1 airport all over Ireland. However, nowadays it has to struggle to survive. The thing is its position is replaced by Dublin airport which has become a transportation and business hub with a 21 million passengers per year. As to Shannon, the number is 2.6 million.
However, just like its previous ups and downs, Shannon airport may rebound one day due to it unlimited growth potential.

A used Japanese car is likely to be far more reliable than almost any other, according to the latest annual survey carried out by used car warranty provider Warranty Direct, and What Car? Magazine. Car manufacturers from the Land of the Rising Sun filled the top seven places in the poll Honda came top in the poll, with Subaru second, Mitsubishi third, Lexus fourth, Toyota fifth, Mazda sixth, and Nissan in seventh spot.

The only non-Japanese makes to achieve a top ten place were Skoda, Kia and Mini, in eighth, ninth and 10th respectively. Skoda builds most of its cars in the Czech Republic, while Kia is Malaysian, and Mini, of course, builds many of the models, which would have been included in the survey, in Cowley, just outside Oxford.

The survey used data taken from Warranty Directs 50,000 live policies, which cover cars between three and 10 years old. There was bad news for British car-makers in the survey, as out of the 32 car makes it covered, four were British with Land Rover faring the worst of all, with MG, Vauxhall and Rover also in the bottom 10, at fifth, sixth and ninth lowest-ranked respectively.

Just one in 14 (seven per cent) of Hondas covered by Warranty Direct policies needed attention during 2009, the survey found, while more than half (53 per cent) of Land Rovers subject to such cover had to be returned for repairs. Hondas top place was its fifth in a row in this survey.

The cars studied were all between three and 10 years old, which is the age range of most of the used cars bought in the UK. Buying a used car and arranging used car finance are undertakings which must be entered into seriously, so polls such as this often reflect the types of cars which are in most demand as used buys. When arranging bad credit car finance, the car itself can often be taken as security for the loan, so more reliable makes are always considered to be a wise buy. While many of these can be hard to find, it is always worth a buyer persisting if they have set their heart of owning a particular make, and not being too disappointed if what they are looking for seems to be like a needle in a haystack.
